Role Summary
CARE Rwanda is seeking a Country Director (CD) to provide visionary leadership and strategic direction for all operations within the country office. The CD will ensure programs are impactful, resources are well-managed, and operations align with CARE’s mission and global standards.
As the primary representative of CARE in Rwanda, the CD will build and maintain strong partnerships with government authorities, donors, civil society, and the private sector. This is a key leadership role for someone who is passionate about driving sustainable change for vulnerable communities.
Key Responsibilities
1. Strategic Leadership

Develop and implement CARE Rwanda’s multi-year strategy.

Ensure alignment with CARE’s global and regional priorities.

Drive innovation and organizational transformation to remain agile and competitive.

Use evidence-based decision-making and scenario planning to adapt to changing contexts.
2. People Leadership

Lead and inspire a diverse team to achieve high performance.

Promote a culture of accountability, inclusion, and continuous learning.

Identify and mentor talent, ensuring succession planning and strong leadership pipelines.
3. Resource Mobilization & Representation

Secure diversified funding from institutional, private, and philanthropic sources.

Cultivate partnerships with donors, government, civil society, and private sector actors.

Position CARE Rwanda as a trusted and influential partner in national development.
4. Operational Excellence & Risk Management

Ensure efficiency, compliance, and financial sustainability.

Lead risk management, safeguarding, and security efforts.

Maintain high operational standards and cost-effectiveness.
5. Program Quality & Impact

Deliver innovative, evidence-based, and community-driven programs.

Ensure compliance with program quality standards and timely project delivery.

Advance CARE’s localization agenda and strengthen civil society capacity.
Required Qualifications
-
Education: Bachelor’s degree in a relevant field.
-
Experience: 6–8 years in a senior management position within the development sector.

Strong skills in partnership development, team management, advocacy, and resource mobilization.

Proven ability to manage risk, oversee programs, and ensure operational excellence.
-
Experience representing organizations to external stakeholders and influencing policy.
Preferred Qualifications
-
Master’s degree in a related field.

Experience in sectors such as health, education, food security, and emergency response.

Established networks within the international development community.
-
Strong financial management, M&E knowledge, and crisis management skills.

Proficiency with digital tools and solutions for program innovation.
