About the Role

The Chief Technology Officer (CTO) will provide strategic leadership in network strategy, planning, operations, and performance in line with MTN Rwanda’s business objectives.
This role is responsible for ensuring effective deployment, performance, vendor management, and continuous innovation to meet the telecommunications needs of subscribers — across voice, data, 4G, and emerging technologies.

Key Responsibilities

Develop and execute MTN Rwanda’s technology strategy aligned with overall business objectives.
Lead planning, deployment, and optimization of network infrastructure to meet coverage, capacity, and quality targets.
Manage vendor relationships, enforce SLAs, and negotiate contracts for maximum value.
Align technical strategy and governance with medium and long-term business goals.
Monitor industry trends and emerging technologies to maintain MTN Rwanda’s competitive edge.
Oversee major technology projects, upgrades, and network modernization initiatives (including readiness for 5G, cloud, and automation).
Establish strong change and incident management processes for critical systems.
Drive data-driven performance tracking and implement efficiency improvements.
Foster a culture of innovation, accountability, and continuous improvement within technology teams.
Optimize resource utilization, operational costs, and ensure strong ROI.
Collaborate with executives to translate business needs into practical, customer-focused technology solutions.
Provide technical leadership and strategy to defend and grow voice and non-voice services.
Develop a technical service structure capable of meeting long-term operational needs.
Use analytics to identify gaps and implement best practices across the network function.
Lead people and culture transformation within the technology division — focusing on development, performance, and accountability.
Oversee budgeting, fiscal management, risk control, and business continuity.
Set clear goals for direct reports and ensure performance management and motivation.

Education & Professional Qualifications

Bachelor’s Degree in Electronic Engineering or Telecommunications.
Postgraduate qualification preferred.
Specialist or professional certification is a plus.

Experience

Minimum 12 years of relevant experience, including:
- At least 8 years at a senior managerial level.
- At least 5 years at a strategic management level in a multinational environment.
Proven record of end-to-end change management and leadership in technology transformation.
