Role Purpose
The CSGs Capacity Building Accompanier (National Volunteer) will provide technical accompaniment and capacity-building support to Civil Society Groups (CSGs) in Rwanda.
The role focuses on strengthening public policy engagement, civic participation, and locally led advocacy, empowering CSGs to enhance their organizational capacity and partnerships. The volunteer will also collaborate with MINALOC and other partners to review the national volunteering policy, fostering sustainable civic engagement and community-led development.

About the ACTIVE Extension Project
The ACTIVE Project operates across Asia and Africa, focusing on strengthening Civil Society Groups (CSGs) through volunteerism, civic engagement, and improved collaboration between communities and government institutions.
In Rwanda, the project supports 8 CSGs, including 3 National Youth Councils, across sectors such as climate change, livelihoods, youth and civic engagement, and health.
Volunteers play a facilitative role, enabling CSGs to organize, collaborate, and advocate for inclusive development priorities.
Key Responsibilities

Support CSGs to co-design and implement advocacy strategies aligned with community priorities.

Help develop tools for policy analysis, tracking, and stakeholder mapping.

Provide technical coaching and mentoring to CSGs on producing policy briefs, reports, and advocacy materials.

Facilitate feedback mechanisms between local partners and stakeholders in Bugesera, Nyagatare, and Gasabo.

Work with youth, women, and persons with disabilities (PWDs) to increase income and savings through income-generating activities (IGAs).

Train groups in financial literacy and bookkeeping for effective governance.

Monitor and coach beneficiaries on managing small businesses and community initiatives.
Qualifications, Skills, and Experience
Essential Criteria:

Experience working with Civil Society Groups, women’s collectives, or disability associations.

Understanding of locally led development, rights-based approaches, and equitable partnerships.

Strong facilitation, mentoring, and coaching skills.

Knowledge of inclusive governance, community-led advocacy, and citizen engagement.

Experience facilitating participatory self-assessment processes.
-
Digital and data literacy, including use of digital tools for development work.

Commitment to VSO’s mission, values, and safeguarding policies.

Ability to work collaboratively with diverse teams and communities.
Allowance and Accommodation
-
Volunteers receive a local living allowance to cover reasonable expenses.
-
Accommodation will be provided but may be basic, in line with community conditions.
-
This role does not include a salary or remittance allowance.
