Purpose of the Role

The Professional in Charge of Data Governance serves as the principal technical expert in the Data Governance function at the Rwanda Revenue Authority (RRA).
The role involves developing and maintaining data governance policies, frameworks, and strategies to ensure the accuracy, protection, and quality of RRA’s data assets. The position requires analytical and strategic thinking to identify gaps, propose solutions, and improve data-driven business operations.

Key Duties and Responsibilities

Develop, maintain, and periodically review data governance policies, standards, and procedures.
Provide guidelines on data protection, encryption, anonymization, and secure data publication.
Develop and oversee the Enterprise Data Governance Framework.
Ensure personal data protection during all data sharing processes.
Liaise with the Statistics Section to maintain the quality and accuracy of data published on the RRA Data Portal.
Analyze and channel data requests to the appropriate departments for processing.
Collect and assess data requests to ensure compliance with data protection regulations.
Develop and deliver training, awareness, and mentoring materials on data governance practices.
Collaborate with the Statistics Section to update data published on the portal.

Required Academic Qualifications

Master’s Degree in Economics
Master’s Degree in Statistics
Master’s Degree in Applied Mathematics (specialization in Statistics)

Relevant Qualifications

Bachelor’s Degree in Applied Mathematics (specialization in Statistics or Data Science)
Bachelor’s Degree in Applied Statistics
Bachelor’s Degree in Economics

Proficiency in data visualization and reporting.
Strong organizational and time management skills.
Ability to prioritize workloads, work under pressure, and function as part of a team.
Customer-oriented approach for internal and external stakeholders.
