Rwanda Ultimate Golf Course (RUGC) is a private company established to position Rwanda as Africa’s premier golfing destination and one of the finest in the world. Its flagship project, the Kigali Golf Resort & Villas, is a world-class facility designed by the renowned Gary Player, featuring a five-star Clubhouse and other luxury amenities.


Job Purpose

The Senior Procurement Officer will oversee and coordinate the procurement of goods, services, and works across all RUGC departments. The role ensures all purchasing activities are carried out efficiently, cost-effectively, and in full compliance with RUGC’s procurement policies and quality standards. This position focuses on managing high-value purchases, supplier relationships, and contract administration.


Key Responsibilities

  • Support the Procurement Manager in implementing annual procurement plans aligned with RUGC’s goals.

  • Consolidate and prioritize purchase requests from departments such as F&B, Culinary, Golf, Wellness, and Facilities.

  • Review and validate purchase requisitions for accuracy and compliance.

  • Identify, evaluate, and prequalify suppliers based on quality, reliability, and value.

  • Obtain and analyze quotations to ensure cost-effectiveness.

  • Lead negotiations for high-value contracts and long-term supplier partnerships.

  • Maintain and regularly update a reliable supplier database.

  • Conduct supplier performance evaluations and maintain procurement records.

  • Prepare and issue RFQs, RFPs, and POs in accordance with internal procedures.

  • Coordinate with Finance and Stores teams to ensure accurate payment processing and inventory reconciliation.

  • Verify that all delivered goods and services meet specifications and quality standards.

  • Ensure compliance with procurement policies, SOPs, and regulatory requirements.

  • Support audit processes by providing accurate procurement documentation.

  • Track procurement spending and prepare performance reports.

  • Identify cost-saving opportunities without compromising quality.

  • Provide mentorship and support to junior procurement staff.

  • Act as the Procurement Manager when delegated.


Qualifications

  • Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or related field.

  • Professional certification (CIPS or equivalent) is an added advantage.

  • Minimum 5 years of experience in procurement, preferably in hospitality, resort, or golf club environments.

  • Strong knowledge of hospitality procurement systems (e.g., MC/Material Control, ERP systems).

  • Proven track record in managing multiple high-value procurements and supplier negotiations.
