Job Description

Result of Service

Development of a comprehensive Knowledge Sharing Platform for the UN Country Team (UNCT) in Rwanda.


Background

The UN Secretary-General’s Development System Reform, effective since 1 January 2019 (General Assembly resolution 71/243), repositioned the UN Development System to more effectively support Member States in achieving the 2030 Agenda for Sustainable Development — advancing dignity, prosperity, peace, and sustainability on a healthy planet.

Further reinforced by General Assembly resolution 72/279, the reform established a strengthened generation of UN Resident Coordinator Offices (RCOs), led by empowered Resident Coordinators (RCs), to ensure coherent, transparent, and accountable UN system support to national development priorities.

Within this framework, the Resident Coordinator’s Office (RCO) acts as a knowledge and coordination hub, providing a one-stop platform for the UN Country Team (UNCT), government counterparts, development partners, academia, and civil society organizations.


Duties and Responsibilities

The consultant will design, develop, and roll out a Knowledge Management Platform that will:

  • Centralize UNCT knowledge products, reports, and analytical outputs.

  • Promote accessibility, transparency, and systematic archiving.

  • Streamline document management and reporting workflows.

  • Enhance evidence-based decision-making and visibility of the UN’s collective impact in Rwanda.

Key Tasks:

  1. Needs Assessment

    • Conduct surveys/interviews with UNCT and RCO staff to identify knowledge management gaps.

    • Produce a comprehensive report with findings and recommendations.

  2. Desk Review of Knowledge Products

    • Review UNCT outputs from 2022–2025 (reports, strategies, evaluations).

    • Analyze formats, hosting platforms, and metadata standards.

  3. Database Development

    • Build a structured, scalable database consolidating all reviewed materials.

  4. Technical Proposal for Platform Design

    • Draft a detailed proposal for platform design and hosting.

    • Recommend metadata standards, access levels, and sustainability measures.

  5. Data Integration and Visualization

    • Integrate tools (e.g., MS Power BI) for data automation and visualization.

    • Develop a prototype dashboard showcasing knowledge products by theme, year, or agency.

  6. Knowledge Transfer and Capacity Building

    • Train RCO staff on database use, updates, and dashboard navigation.

    • Create Standard Operating Procedures (SOPs) for data management and quality control.

  7. Quality Assurance and Reporting

    • Conduct regular data quality checks.

    • Deliver a final report summarizing results, challenges, lessons learned, and sustainability strategies.


Qualifications and Skills

  • Education:

    • A first-level university degree in Data Analytics, Statistics, Economics, Computer Science, or a related field (required).

    • A graduate degree is an added advantage.

  • Experience:

    • Minimum 4 years of professional experience in data analytics, data cleaning, or SDG data management.

    • Proven experience in Power BI dashboard design and data visualization.

    • Strong analytical, writing, and communication skills.

    • Familiarity with 2030 Agenda and UN system operations is desirable.

  • Technical Proficiency:

    • Advanced computer literacy (MS Office, database management, and office technology).

    • Experience with metadata tagging, version control, and visualization tools.

  • Languages:

    • Fluency in English is required.

    • Knowledge of French is an advantage.
