Specific Procurement Notice

The Government of Rwanda, through the Energy Development Corporation Limited (EDCL), has received financing from the World Bank to support the Accelerating Sustainable and Clean Energy Transformation (ASCENT) project. Part of the proceeds will be used for payments under the contract for:

Design, Supply, and Installation of Low Voltage and Medium Voltage Lines and Service Connections in Rubavu and Nyabihu Districts.

Payments under this contract will be processed using the Direct Payment disbursement method as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.


1. Invitation for Proposals

EDCL now invites sealed proposals from eligible and qualified applicants for the design, supply, and installation of LV and MV lines and service connections in Rubavu and Nyabihu districts, Western Province of Rwanda (approximately 153.9 km and 113 km from Kigali, respectively).


2. Bidder Qualification Requirements

Interested bidders must meet the following criteria:

  • Experience: At least two (2) successfully completed similar design, supply, and installation contracts in the last ten (10) years, each valued at minimum USD 7.1 million.

  • Financial Capacity: Minimum average annual turnover of USD 10.2 million over the past five (5) years.

  • Additional Requirements: As detailed in the bidding documents (bid datasheet).


3. Procurement Process

The procurement will be conducted through International Competitive Procurement (ICP) using the Request for Proposals (RFP) method as per the World Bank’s Procurement Regulations for IPF Borrowers (September 2023).

The process will follow a single-stage, two-envelope system consisting of:

  1. Technical Proposal (no price references)

  2. Financial Proposal

Both must be submitted in separate sealed envelopes.


4. Submission Details

Submission Deadline: 08 December 2025, at 10:30 AM (local time)
Proposal Opening (Technical Part): 08 December 2025, at 11:00 AM (local time)
Late submissions: Will be rejected.
Electronic submissions: Not permitted.
Proposal Security: USD 200,000 (or equivalent convertible currency).


5. Site Visit & Pre-Bid Meeting

13 November 2025: Rubavu District Office – 10:00 AM
14 November 2025: Nyabihu District Office – 11:00 AM

A pre-bid meeting will take place on-site immediately following the visits.
