REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

Title of the Tender: Consultancy Services for National Digital Readiness Assessment

1. Introduction

Irembo Ltd is a leading technology company operating in the gov-tech and fin-tech sectors. The company designs and develops digital products tailored for African users, starting with Rwanda. Its mission is to bridge the digital divide, increase access to essential services, and promote inclusive economic growth across the continent.

Formerly known as RwandaOnline, Irembo was established in 2014 to lead the digitization of government services in Rwanda. Today, it operates two flagship products:

• IremboGov – A digital platform for government services.

• IremboPay – A platform enabling digital payments for public services.

2. Purpose of the Assignment

Irembo Ltd intends to conduct a National Digital Readiness Assessment for selected African partner countries. The goal is to establish a comprehensive baseline of each country’s digital ecosystem.

The assessment will inform the development of policies, strategies, and investment priorities that will support and accelerate national digital transformation initiatives.

3. Expression of Interest

Irembo Ltd now invites eligible and qualified consultancy firms to express their interest in providing these services. Interested firms should demonstrate their technical capacity, relevant experience, and understanding of digital transformation frameworks in developing countries.
