Position: Market Systems Development Specialist

About World Vision Rwanda
World Vision is a child-focused Christian humanitarian organization implementing development programs in 30 districts across Rwanda. During the 2026–2030 strategic period, World Vision aims to reach 2.5 million of the most vulnerable children through programs in Child Protection, Education, Nutrition and WASH, and Poverty Alleviation (Resilience and Livelihoods).
World Vision Rwanda seeks a highly qualified, dedicated, and experienced Rwandan national for the position of Market Systems Development Specialist to join its dynamic team.
Purpose of the Position
The Market Systems Development Specialist will lead the design and implementation of inclusive market systems that foster sustainable engagement among producers, private and public sectors, and World Vision.
The role focuses on improving market functionality, supporting market growth, and creating systems that benefit all stakeholders, including smallholder farmers, businesses, and consumers.
Key Responsibilities
1. Market & Value Chain Analysis (30%)

Lead market and value chain assessments to identify opportunities and constraints.

Map and connect smallholder producers with key market players.

Support the development of commercialization opportunities for high-value crops and off-farm enterprises.

Develop training materials and manuals related to enterprise management and value chain improvement.
2. Monitoring, Evaluation & Learning (30%)

Collaborate with the DM&E team to ensure effective monitoring of market systems and value chain interventions.

Conduct regular follow-up visits and provide technical support to project sites.

Document best practices, success stories, and lessons learned.

Support baseline and endline studies, ensuring timely and quality reporting.
3. Partnerships, Networking & Advocacy (25%)

Build strong linkages and collaborations with private and public partners.

Engage with key ministries, MFIs, and financial institutions to promote inclusive market growth.

Strengthen relationships with local, national, and international partners for knowledge sharing and sustainability.

Identify and advocate for policy issues affecting smallholder producers.
4. Grants & Resource Mobilization (15%)

Identify opportunities and challenges within project areas for proposal development.

Participate in concept note and proposal writing for donor funding.

Collaborate with WVUS THRIVE and other offices to secure resources for livelihoods and resilience initiatives.
Qualifications, Skills & Experience
Required Experience
-
Minimum 5 years of experience in economic development or market systems development within NGOs, private, or public sectors.

Strong understanding of inclusive Market Systems Development, Local Value Chain Development, Microfinance, Climate-Smart Agriculture, and Livelihood Resilience Models.

Proven ability to lead market system projects and build capacity among teams and partners.
Education
-
Bachelor’s degree in Agribusiness, Rural Development, Entrepreneurship, Business Administration, or related field.

A Master’s degree is an added advantage.

Valid driving license (Class A and/or B) required.
Skills & Attributes

Excellent project management and reporting skills.

Strong interpersonal, analytical, and problem-solving abilities.

Proficiency in MS Office and familiarity with development project tools.
