Role Overview
The Head of Procurement will lead and transform RwandAir’s procurement function to ensure transparent, cost-effective, and strategic sourcing of goods and services across the organization. This role ensures alignment of procurement activities with corporate strategy, optimizes vendor performance, and supports cost discipline within a regulated and safety-sensitive aviation environment.
Key Duties and Responsibilities

Develop and execute a strategic procurement roadmap aligned with RwandAir’s growth and operational objectives.

Establish robust governance, policies, and compliance mechanisms to ensure ethical and transparent procurement processes.

Lead strategic sourcing initiatives to achieve cost savings and supplier performance improvements.

Advise executive management and the Board on procurement trends, risks, and opportunities.

Manage all procurement activities including tendering, vendor selection, contract negotiation, and performance monitoring.

Direct complex supplier agreement negotiations and implement category management frameworks.

Ensure compliance with national and international procurement regulations, especially in aviation.

Lead procurement digitization and ERP integration for process efficiency.

Build and maintain strong supplier relationships and manage supplier performance scorecards.

Oversee high-value and strategic contracts, ensuring risk mitigation and compliance.

Train, mentor, and lead a high-performing procurement team.
Minimum Qualifications & Experience
-
Bachelor’s degree in Procurement, Supply Chain, Business, Engineering, or related field (Master’s degree or CIPS/CPSM certification preferred).

At least 10 years of progressive experience in procurement, with a minimum of 3 years in a leadership role.

Experience in aviation, transport, or multinational organizations is an asset.

Knowledge of public procurement laws, contract law, and vendor governance.

Proficiency in ERP procurement systems (Oracle, SAP, or equivalent).

PMP or Six Sigma certification is an added advantage.
