Job Title:

Officer, Talent Acquisition Management

Job Grade: 6
Department: Human Capital and Corporate Services
Reports to: Manager, Human Capital
Contract: Open-ended


Purpose of the Job

This role plans and manages human capital needs by overseeing full-cycle recruitment, building a strong employer brand, and ensuring a sustainable candidate pipeline. The Officer transforms recruitment from a reactive process into a proactive talent acquisition strategy aligned with organizational growth.


Key Responsibilities

1. Strategic Talent Acquisition & Workforce Planning

  • Forecast hiring needs in collaboration with departments.

  • Develop and implement recruitment strategies aligned with BRD’s growth plan.

  • Ensure compliance with HR policies and labor laws.

2. Recruitment Operations

  • Manage full-cycle recruitment: job design, sourcing, screening, interviewing, and onboarding.

  • Administer ATS platforms and external agency relationships.

  • Draft job descriptions and support job classification.

  • Prepare competitive job offers aligned with BRD’s compensation philosophy.

3. Employer Branding & Candidate Experience

  • Lead employer branding and talent attraction efforts.

  • Organize and attend job fairs, career events, and networking forums.

  • Build and maintain candidate pipelines and ensure a positive recruitment experience.

4. Compensation & Market Intelligence

  • Participate in salary surveys and labor market benchmarking.

  • Support job grading exercises and succession planning efforts.

5. HR Support

  • Respond to internal/external recruitment-related queries.

  • Support HR records management and departmental projects.


Performance Indicators (KPIs)

  • Compliance with HR policies and regulations

  • Timely filling of vacancies

  • Quality of hires (performance, retention, cultural fit)

  • Cost-per-hire and ROI on sourcing channels

  • Candidate and hiring manager satisfaction scores

  • Offer acceptance rate


Qualifications & Experience

  • Bachelor’s degree in HR Management or related field

  • 3–5 years’ HR experience with proven talent acquisition expertise

  • Professional HR/Talent Acquisition certification (preferred)

  • Experience with ATS systems, employer branding, and full-cycle recruitment

  • Strong understanding of Rwanda labor laws and HR practices
