Program and Position Overview

The Government of Rwanda (GoR) is committed to achieving Universal Health Coverage (UHC) through equitable access to quality health services, as outlined in the Fifth Health Sector Strategic Plan (HSSP V). Clinical audits play a vital role in ensuring quality of care, accountability, and efficiency.

To support this agenda, CHAI seeks a Technical Advisor – Medical Audit, seconded to the Rwanda Social Security Board (RSSB). The Advisor will strengthen RSSB’s medical audit division by institutionalizing audit functions, developing tools and methodologies, building staff capacity, and driving data-driven accountability and quality improvement.

Key Responsibilities

  • Support the institutionalization of the medical audit function by developing policies, guidelines, tools, and SOPs.

  • Strengthen audit methodologies by designing audit protocols, tools, and case review/reporting processes.

  • Build the capacity of RSSB staff through mentorship, training, and workshops.

  • Enhance collaboration between RSSB departments (Compliance, Claims Management, Anti-Fraud, Finance).

  • Improve data-driven audits by leveraging HMIS, claims data, and patient records.

  • Establish accountability mechanisms with providers and facilities, and track audit recommendations.

  • Facilitate collaboration with MOH, health facilities, and professional bodies to integrate audit findings into policy.

  • Document best practices and lessons learned to strengthen institutional knowledge.

  • Contribute to monitoring and evaluation by developing indicators and reporting results.

  • Support integration with ongoing health financing, quality, and service delivery reforms.


Qualifications

  • Advanced degree in Medicine (MD) plus a Master’s in Medicine, Public Health, Health Management, or Quality Improvement.

  • Minimum 6 years’ professional experience, including 3–5 years in medical audit, clinical review, or compliance.

  • Strong experience in clinical guidelines, treatment protocols, or quality improvement tools.

  • Proven skills in data analysis and health systems evaluation.

  • Experience advising government institutions, insurers, or health programs on quality and accountability.

  • Strong integrity, detail orientation, and compliance skills.

  • Excellent written and spoken English (Kinyarwanda an advantage).

Preferred Competencies:

  • Knowledge of Rwanda’s health policies, financing institutions, and procurement systems.

  • Experience in health insurance, medical audit, or regulatory bodies.

  • Skills in fraud detection and prevention in health financing.

  • Capacity building and mentorship experience.
