Position Title: Project coordinator (Transmission Line and Substation EPC)

Project: Rwanda Electricity Transmission Line & Substation EPC Project

Employer (Client): EDCL (Energy Development Corporation Limited)

Company: GS Engineering & Construction (GS E&C) — EPC Contractor

Employment Type: Local Hire (Full‑time)

Location: Kigali HQ & Various Site Sections (nationwide travel required)

Reports To: Project Manager (PM) and Contract manager

Role Summary

A hands‑on, self‑starting planning & reporting lead who can independently establish the project baseline schedule, run daily/weekly/monthly controls cycles, BoQ measurement, and produce client‑ready submissions without hand‑holding. You will integrate engineering, procurement, logistics, and construction (EPC) data, drive look‑ahead discipline with site teams, and proactively flag risks with recovery options. Experience on overhead transmission lines and substations is strongly preferred.

Key Responsibilities

  1. Baseline & Schedule Control
  • Develop Level 1–4 schedules (Primavera P6 or MS Project or Excel), including WBS, activity coding, calendars, resource/cost loading, and logic ties for TL/SS works (survey, foundations, towers, stringing, OPGW, testing & commissioning).
  • Prepare and secure approval of Baseline Program with narratives, assumptions, production rates, resource histograms, and S‑curves.
  • Manage updates, re‑baselines, and schedule change control in line with Contract requirements.
  1. Daily / Weekly / Monthly Planning Cycle
  • Run a disciplined progress capture process with site engineers and subcontractors; validate quantities (foundations cast, towers erected, stringing km, punch list closures) against BoQ.
  • Issue every week & 4‑week look‑ahead plans and constraint logs; drive clearance of permits, RoW, materials, and access roads.
  • Publish S‑curves (plan/forecast/actual), resource curves, manpower/equipment histograms, and earned value metrics (EV, PV, AC) with CPI/SPI.
  1. Client & Stakeholder Reporting
  • Prepare client‑ready Weekly & Monthly Reports for EDCL: progress highlights, KPIs, photos/maps, key risks & mitigations, interfaces, and next‑period plan.
  • Submit Progress Statements tied to payment milestones; align quantities with measurement sheets and site records.
  • Lead schedule‑focused meetings with Employer/Engineer; present variance analysis and recovery plans.
  1. Delay, Risk & Change Management
  • Maintain risk register with probabilities/impacts; propose mitigations and owners.
  • Perform delay analysis (Windows, TIA, impacted as‑planned) and document events (weather, access, design changes) for potential EOT/claims.
  • Evaluate change orders for time & cost impacts; issue schedule impact notes and revised S‑curves where required.
  1. Data, Systems & Integration
  • Maintain a single source of truth for progress: P6/MSP, Excel trackers, and (optionally) Power BI dashboards.
  • Integrate procurement & logistics milestones (INCOTERMS, shipping, customs, inland transport, site receipt) with construction sequences.
  • Standardize field progress capture (daily/weekly) with templates, photos, GPS/chainage, and quantity sign‑offs.
  1. Subcontractor & Interface Control
  • Collect and integrate subcontractor schedules and progress; enforce coding standards and reporting cadence.
  • Coordinate interfaces among survey, civil, erection, stringing, testing, and commissioning teams.
  1. Quantity management
  • Manage contract quantities and actual measured quantities (BoQ) for subcontractors and the Client, including tracking, verification, and reconciliation for progress/billing.

Required Qualifications

  • 5–10 years total experience with 3+ years in Planning/Project Controls on EPC projects. (Plus minimum 3 years’ on-site experience as a Site Engineer on Transmission Line and/or Substation works (foundations, tower erection, stringing, testing & commissioning)).
  • Proven track record on Transmission Line and/or Substation projects.
  • Proficient in Primavera P6 and/or MS Project; strong Excel (pivot, Power Query, advanced formulas) and basic Power BI skills.
  • Solid understanding of BoQ measurement, progress quantity accounting, and earned value.
  • Strong written & verbal English; French/Kinyarwanda is a plus.
  • Able to travel frequently to dispersed sites and work in a fast‑paced, multicultural environment.

Key Deliverables (with Cadence)

  • Baseline Submission (once): Level 1–4 schedule, narrative, production rates, resource histograms, S‑curves, coding dictionary.
  • Weekly (W): Look‑ahead (1/2/4‑week), progress snapshot & S‑curve, constraints log, manpower/equipment histogram, major issues & actions.
  • Monthly (M): Client report (plan/forecast/actual), EVMS summary (SPI/CPI), delays & mitigations, photos/maps, next‑month plan, revised risk register.
  • Ad‑hoc: EOT/claim schedule analyses, recovery/re‑sequence plans, interface maps, and special dashboards.

Tools & Templates (to be owned by this role)

  • P6 enterprise structure (EPS/OBS), WBS & coding dictionary.
  • Progress quantity trackers (foundations/towers/stringing/km), material‑receipt & readiness dashboards.
  • S‑curve auto‑generators; EV calculators (EV/PV/AC); constraint and access‑readiness logs.
  • Site daily/weekly/Monthly report templates with photo/chainage references.
  • SOW/BOQ conformity review : verify capability, align SOW (Scope of Work)/BOQ (Bill of Quantities) and deliverables with drawings/specs.
  • Communication: Lead weekly meetings; document issues, risks, and decisions, and link them to the relevant records (drawings, RFIs, NCRs, transmittals).

Education & Certifications

  • Bachelor’s in Civil/Electrical/Industrial Engineering or Construction Management (or equivalent).
  • Certifications: PMP, PSP (AACE), or equivalent are pluses.
