Role Purpose

The Networks Capacity Building Accompanier (National Volunteer) will support youth and women networks—including the National Youth Council—in Nyagatare, Bugesera, and Gasabo districts.

The aim of this role is to strengthen the organizational and technical capacity of these networks so they become resilient, self-sustaining, and capable of driving inclusive development. The volunteer will help networks advocate for equitable access to public services, inclusive leadership, and governance accountability, contributing to sustainable civic engagement and volunteering for development in Rwanda.

As part of VSO’s global volunteer community, the volunteer will collaborate with youth and women networks, the VSO Rwanda team, and partners to foster knowledge sharing, trust, and locally led development through co-creation and accompaniment approaches.

About the ACTIVE Extension Project

The ACTIVE Project is a multi-country program in Asia and Africa aimed at strengthening Civil Society Groups (CSGs) and fostering volunteerism and civic engagement.

In Rwanda, the project works with 14 CSGs (including 3 National Youth Councils) across various areas such as climate action, livelihoods, youth engagement, civic engagement, and health.

The initiative supports locally led development by enabling CSGs and networks to organize, collaborate, and advocate effectively for community priorities.


Key Responsibilities

  • Strengthen youth networks’ organizational capacity, including inclusive leadership, governance, and strategic planning.

  • Facilitate feedback mechanisms between youth networks and partners in Bugesera, Nyagatare, and Gasabo.

  • Support resource mobilization by linking networks to technical and financial partners.

  • Engage with the private sector and civil society to promote volunteerism and civic participation.

  • Empower youth and women’s networks to collaborate with government, CSOs, and faith-based groups.

  • Support youth and community members to lead local initiatives and demand accountability from duty bearers.


Qualifications, Skills, and Experience

Essential Criteria:

  • Proven experience engaging with youth and community networks.

  • Strong background in partnership building, volunteerism, and youth engagement.

  • Experience in mentorship, coaching, and providing technical support.

  • Ability to facilitate participatory self-assessments and organizational strengthening.

  • Strong digital and data literacy skills.

  • Excellent facilitation and communication abilities, with sensitivity to inclusion and diversity.

  • Commitment to VSO’s mission, values, safeguarding, and Volunteering for Development approach.

  • Experience working collaboratively in diverse and cross-cultural teams.


Allowance and Accommodation

  • Volunteers receive a local living allowance covering reasonable expenses.

  • Accommodation is provided, though conditions may be basic, reflecting local community settings.

  • This is a volunteer role, not a salaried position.
