About the Position
Rwanda has achieved remarkable progress in socio-economic transformation under Vision 2050 and the National Strategy for Transformation (NST2). However, population dynamics — including fertility, mortality, migration, urbanization, and the demographic transition — remain central to sustainable development.
To address these dynamics, the Government of Rwanda, led by the Ministry of Finance and Economic Planning (MINECOFIN) and partners such as NISR, MINISANTE, MIGEPROF, MINEDUC, MOYA, and MINALOC, is developing a National Population Policy (NPP). The new policy will align national priorities with global commitments, including the Sustainable Development Goals (SDGs), AU Agenda 2063, and the ICPD25 Programme of Action.
The UNFPA Rwanda Country Office is supporting this process by hiring a National Consultant to contribute to the formulation and finalization of the National Population Policy and its implementation roadmap.

Job Purpose
To develop a comprehensive National Population Policy (NPP) that supports a sustainable and balanced population dynamic — enhancing the well-being, quality of life, and human rights of all Rwandans — while aligning demographic trends with long-term national priorities for economic prosperity and environmental sustainability.
Main Responsibilities

Conduct a desk review of Rwanda’s current policy landscape, including NST2, Vision 2050, and sectoral strategies.

Contribute to developing methodological guidance for policy formulation, implementation planning, and monitoring frameworks.
-
Ensure integration of cross-cutting issues such as gender, SRHR, youth, migration, aging, environment, and human capital.

Work closely with the international lead consultant and sector experts to contextualize findings.

Facilitate technical workshops, stakeholder consultations, and policy validation sessions.

Draft and finalize the National Population Policy and Implementation Roadmap, including advocacy materials for policymakers.
Qualifications and Experience
Education:
-
Advanced degree (Master’s or higher) in Demography, Population Studies, Economics, or Social Policy.
Experience:
-
Minimum 5 years of relevant experience in population policy development and analysis at the national level.

Strong understanding of Rwanda’s demographic trends and global frameworks (SDGs, Agenda 2063, ICPD25).

Proven experience aligning population policies with socio-economic development goals.

Excellent analytical, facilitation, and report-writing skills.
Languages:

Fluency in Kinyarwanda is required.

Strong command of English is essential.
