International Consultant – Develop the National Population Policy in Rwanda at UNFPA | Deadline: 5 October 2025

About the Role:
The Government of Rwanda, led by MINECOFIN and supported by key partners (NISR, MINISANTE, MIGEPROF, MINEDUC, MOYA, MINALOC), is developing its first-ever National Population Policy (NPP). This policy will align with Vision 2050, NST2, the SDGs, AU Agenda 2063, and the ICPD25 Programme of Action.

UNFPA is seeking an International Consultant to lead this crucial process. The consultant will spearhead the development of the NPP, ensuring that Rwanda’s population dynamics (fertility, mortality, migration, urbanization, demographic transition) are fully considered to support sustainable development and improve quality of life for all Rwandans.

Key Responsibilities:

  • Lead a team of two national consultants in designing and implementing the NPP development process.

  • Conduct a comparative analysis of Rwanda’s population dynamics against international best practices and lessons from other countries.

  • Collect, compile, and analyze national demographic, health, education, and socio-economic data.

  • Map existing sectoral policies and strategies relevant to population dynamics.

  • Document good practices, challenges, and gaps in population-related programming.

  • Lead stakeholder consultations and key informant interviews at national and local levels.

  • Integrate inputs from sector experts (health, education, SRHR, migration) into the policy draft.

  • Draft the NPP, Implementation Roadmap, M&E plan, and advocacy materials.

  • Facilitate technical workshops, stakeholder meetings, and policy validation sessions.

Qualifications & Experience:

  • Education: Master’s degree or higher in Demography, Population Studies, Economics, or Social Policy.

  • Experience:

    • 10–15 years of relevant experience at international level in population policy development and analysis.

    • Strong knowledge of African demographic trends and global frameworks (SDGs, Agenda 2063, ICPD25).

    • Proven track record aligning population policies with socio-economic development agendas.

    • Excellent analytical, facilitation, and report writing skills.

  • Languages: Fluent in English.
