About the Project:
Ruzizi III Energy Ltd (REL) is developing the 206 MW Ruzizi III Regional Hydropower Project on the Ruzizi River. This flagship regional PPP involves Burundi, DRC, Rwanda, and private sponsors Industrial Promotion Services & TotalEnergies. Construction is set to begin in 2026. More info: www.ruzizi3.com
Role Overview:
The Environmental & Social (E&S) Director will lead REL’s E&S function, ensuring strategic leadership, compliance, and risk management during development and construction.
Key Responsibilities:

Leadership & Management: Lead and grow the E&S department and consultants; oversee planning, budgeting, and reporting; assist with EPC contractor evaluation & contracts.

Compliance & Risk: Deliver all E&S studies (ESIA/RAP), implement management plans, conduct risk assessments, ensure compliance with regulations & lender standards.

Land Acquisition & Community Engagement: Manage resettlement (RAP), stakeholder engagement, and Grievance Redress Mechanism.

External Relations: Represent REL with Contracting States, authorities, lenders, advisors, and stakeholders; maintain trust and support.

Initial 6-year appointment covering development & construction

Based in Kigali during development, relocating to project site during construction

National, regional, & international travel required
Qualifications & Competencies:
-
Master’s in environmental management, science, engineering, or related field
-
20+ years experience in large infrastructure projects (hydropower preferred)
-
10+ years in leadership roles
-
Proven experience with development bank-funded projects
-
Expertise in RAP implementation, community engagement, grievance management, pollution control, biodiversity, and cultural heritage
-
Strong leadership, communication, stakeholder management, analytical, and reporting skills
-
Fluent in English; French preferred
-
Priority: qualified nationals of Burundi, DRC, or Rwanda
