Tender Overview
Partners In Health (PIH), a nonprofit organization headquartered in Boston, Massachusetts, is seeking qualified and authorized domestic service providers to train self-help groups of patients with mental health conditions in Rwanda.
Since 2005, PIH Rwanda (Inshuti Mu Buzima) has partnered with the Ministry of Health to improve healthcare quality and access in Kayonza, Burera, and Kirehe districts.
PIH is now inviting proposals for the following tenders:

LOT I – PIH-IMB-8965-M09-FY25: Hiring a Bar Soap Making Trainer

LOT II – PIH-IMB-8966-M09-FY25: Hiring a Liquid Soap (Multipurpose & Handwashing) Making Trainer
Objectives
-
Provide practical training in bar and liquid soap production for self-help groups of patients with mental health conditions.

Empower participants with skills for income-generating activities and sustainable livelihood initiatives.

Ensure safe, hygienic, and quality soap production methods.
Eligibility & Requirements
Compulsory Requirements:
-
Must not be on the RPPA blacklisted vendors list or suspended by PIH.
Administrative Requirements:
-
Valid RDB business registration certificate in the relevant domain.

Valid RRA tax clearance certificate.
Technical Requirements:
-
Bidders must carefully review the Terms of Reference (ToRs) and technical specifications available on the PIH/Inshuti Mu Buzima e-Procurement System:

Financial Requirements:

Submit proposals in Rwandan Francs (RWF).
-
Include all applicable taxes and charges.
-
Clearly specify terms and conditions of payment (preferably after service delivery).

Offer validity must be at least 120 calendar days from submission date.
