Background
Rwanda Revenue Authority (RRA) is committed to leveraging artificial intelligence (AI) and machine learning (ML) to improve taxpayer compliance, enhance service delivery, and optimize revenue collection.
RRA seeks to engage an AI/ML Expert to design, develop, test, and deploy AI/ML solutions while strengthening infrastructure, strategy, and governance frameworks for sustainable AI/ML adoption.
Scope of Work
A. AI/ML Solution Development
-
Conduct needs assessment & design AI/ML models tailored for tax administration
-
Prepare and preprocess datasets, train and optimize ML models
-
Deploy models into production and integrate outputs with RRA systems
-
Provide training, documentation, and reusable development templates
B. Infrastructure Readiness Assessment
-
Review RRA’s IT infrastructure and identify AI/ML readiness gaps
-
Recommend infrastructure upgrades and roadmap for scalability
C. Strategy & Governance Review
-
Refine the Data Science Strategy and Data Governance Framework
-
Recommend best practices for data quality, privacy compliance, and secure AI/ML operations
Deliverables

Inception report with AI/ML opportunities assessment

IT infrastructure readiness report with recommendations
-
Revised Data Science Strategy & Governance Framework
-
At least 2 AI/ML models deployed in production

Documentation of development and deployment processes
-
Capacity-building workshops for RRA staff
-
Final report with outcomes and recommendations
Required Qualifications & Competencies
-
Advanced Degree in Data Science, AI, Computer Science, or related field
-
5+ years of hands-on AI/ML model development & deployment experience
-
Expertise in Python (NumPy, pandas, scikit-learn), distributed computing (Spark, Dask, Hadoop)
-
Familiar with cloud platforms (AWS, GCP, Azure) & MLOps tools (MLflow, Kubeflow, Airflow, Docker, Kubernetes)
-
Experience with NLP, LLMs (GPT, BERT, LLaMA), embeddings, LangChain, Hugging Face Transformers
-
Strong knowledge of neural networks (CNN, RNN/LSTM, Transformers), TensorFlow & PyTorch
-
Skilled in version control (Git), testing (pytest), code linting (flake8, black), and CI/CD pipelines
-
Deep understanding of data governance and AI ethics
-
Excellent communication & capacity-building skills
