Overview
Rwanda Finance Limited (RFL) is the agency mandated to promote and develop the Kigali International Financial Center (KIFC) by positioning Rwanda as a hub for cross-border investments and attracting new investment to Rwanda. We work with key stakeholders such as regulators, finance industry professionals, and local and international institutions to ensure that the best interests of the financial sector are effectively represented, in terms of legislation, regulation, capacity building and other key areas.
Through Policy and Strategy, we ensure the development of effective frameworks for regulations and tax to remain competitive as an International Financial Center.
Through promotion and marketing, we lead campaigns and develop marketing strategies and content that will command attention both locally and internationally and further the aims of the Center.
Through Business Development, we aim to improve KIFC’s market and financial growth by positioning Rwanda as the preferred gateway for investments in Africa. By identifying high-value member prospects, facilitating their entry to Rwanda, and supporting their operational efforts once established.
Through Skills and Capacity Building, we aim to upskill local financial professionals and strengthen local institutions to meet international standards for financial Centers thus ensuring that KIFC is well-positioned to attract the best talent from around the world.
Position Description
The Kigali International Financial Centre (KIFC) is looking for a highly creative and technically proficient Digital and Multimedia Officer to join our dynamic team. The ideal candidate will be responsible for developing and producing high-quality visual content that supports KIFC’s brand and communications strategy. Proficiency in graphic design, photography, videography, animation, and multimedia production is essential to enhance KIFC’s visibility across both digital and physical platforms.
Key Responsibilities:
- · Graphic Design:
- Create visual content for digital and print platforms, including brochures, social media content, reports, event branding materials, and branded collateral.
- Ensure consistent visual representation of the KIFC brand across all platforms and materials.
- Collaborate closely with internal teams to develop infographics and design presentations.
- · Photography:
- Capture high-quality images during internal and external KIFC events, executive meetings, workshops, and ecosystem engagements.
- · Videography & Editing:
- Film and edit engaging video content including event highlights, interviews, promotional videos, and social media reels.
- · Animation & Motion Graphics:
- Create short, animated videos or motion graphics for digital campaigns, explainer videos, or promotional materials.
- Additionally, assist in developing multimedia content that simplifies complex financial concepts for easy comprehension.
Required Skills and Qualifications:
- · Education & Certification:
A bachelor’s degree or professional certification in graphic design, multimedia production, visual communication, or a related field is preferred. Candidates with a strong portfolio and experience in these areas are strongly encouraged to apply.
- · Technical Skills:
- Proficiency in Adobe Creative Cloud, including Photoshop, Illustrator, InDesign, Premiere Pro, After Effects, and Adobe Audition, is essential.
- Experience with DSLR cameras, lighting equipment, and professional audio recording.
- Knowledge of video and animation tools like After Effects, Premier Pro Blender, or similar software is highly valued.
- A strong understanding of social media platforms, trends and the ability to tailor content for each platform is essential.
Preferred Experience:
- Experience in multimedia, graphic design, preferably in corporate, financial, or creative agencies, for 3–5 years.
- Experience producing content for high-level stakeholders and corporate events.
- Familiarity with financial, Banking, or government-related communications is an asset.

Qualifications & Skills
- Minimum 3 years work experience in financial services, or relevant field.
- Previous experience working in sales, promotional or business development role.
- Excellent verbal and written communication skills, including delivering presentations.
- Good understanding of International financial centers, their specific offerings (investment products, incentives…).
- Excellent knowledge of the local ecosystem and decision-makers related to KIFC.
- Good knowledge of the local and regional regulatory environment (Finance and Capital Markets).
- Excellent organizational, writing, and oral presentation skills.
- Fluent in written and spoken English. Working knowledge of French and Kinyarwanda are a plus.
- Bachelor’s degree in business administration, Finance, Commerce, or relevant field.
- Proficiency in Microsoft Office applications, including Outlook, Word, Excel, and PowerPoint.
