About the Job
The project “Strengthening the Delivery of Early Childhood Education and Community Support for Learning in Rwanda” (RW 22 NDICI SO 01 25) aims to improve early childhood learning outcomes by increasing children’s access to quality early education and strengthening parental and community support for learning.
This initiative is part of the European Union’s Twinning Programme, which promotes cooperation between EU Member States and beneficiary countries receiving assistance.
The European Social Fund Agency (ESFA), together with project partners and their experts, contributes to implementing activities and managing logistics, administration, and finances of the project.
Position Overview
The Twinning Project “Strengthening the Delivery of Early Childhood Education and Community Support for Learning in Rwanda” is a joint initiative between the Republic of Rwanda and the Republic of Lithuania.
The project is implemented by a consortium of relevant state institutions from Lithuania and Finland, with the goal of improving access to quality early childhood education services and strengthening parental and community support for early learning.
The project started on 15 September 2025 and will run for 24 months. A Resident Twinning Adviser (RTA) from Lithuania will be based in Kigali and supported by two assistants — one RTA Assistant and one Translation Assistant.
Main Duties and Responsibilities
The RTA Assistant will support the Resident Twinning Adviser in daily implementation of project activities and overall coordination.
Key tasks include:

Assisting the RTA in the day-to-day implementation of the project

Managing office operations and administrative duties

Maintaining project documents and coordinating information exchange

Preparing mission reports, time sheets, and meeting minutes

Organizing seminars, workshops, study visits, and training sessions

Supporting the preparation of quarterly Project Steering Committee meetings and reports
-
Acting as translator/interpreter when necessary
-
Ensuring smooth logistical and communication processes within the project
Required Qualifications and Experience
-
Rwandan citizenship or valid residence and work permit in Rwanda
-
No contractual relationship with the public sector in Rwanda within the last six months
-
University degree (preferably in Social Sciences or related field)
-
Fluency in Kinyarwanda and English (French or other regional languages are an advantage)
-
At least two years’ experience in office management, project administration, or related field
-
Experience in international donor-funded projects (e.g., EU projects) is an asset
-
Excellent computer skills (MS Word, Excel, Internet, etc.)

Strong communication, organizational, and interpersonal skills
-
High degree of independence, flexibility, and professionalism
-
Proven understanding of Rwanda’s education system is an added advantage
