Program Overview
The Government of Rwanda aims to achieve Universal Health Coverage (UHC) as outlined in the Health Sector Strategic Plan (HSSP V). To support this, CHAI Rwanda’s Sustainable Health Financing (SHF) program works with the Ministry of Health (MoH) and the Rwanda Social Security Board (RSSB) to ensure equitable and sustainable access to quality health services, with a strong focus on Primary Health Care (PHC).
Position Overview
CHAI is seeking a Technical Advisor to support sustainable health financing reforms in Rwanda. The Advisor will work closely with RSSB and MoH to strengthen health financing policies, drive provider payment reform for PHC, revise the CBHI benefit package, and conduct financial analyses to inform health financing decisions.
The Technical Advisor will report to the Head of CBHI/RSSB and the Program Manager for Health Systems Strengthening, while collaborating with CHAI global and country teams.
Key Responsibilities

Advise RSSB/CBHI leadership on design and implementation of health financing reforms.

Support rollout of provider payment reforms for primary health care.

Lead institutionalization of evidence-based processes to update the CBHI benefit package.

Conduct financial projections, efficiency analyses, and resource allocation studies to support reforms.

Develop mid- to long-term financing strategies for PHC strengthening.

Train and transfer expertise to government staff in costing, budgeting, and scenario modeling.

Draft high-quality presentations, reports, and policy briefs.

Promote cross-cutting collaboration across CBHI units.

Perform other tasks as assigned.
Qualifications
-
Master’s degree in Health Economics, Health Financing, or related field.

Minimum 7 years’ experience in health financing, health economics, or systems strengthening.

Strong background in economic evaluations, cost analysis, and financial modeling.

Experience working with government institutions in developing countries (sub-Saharan Africa preferred).

Excellent analytical, writing, and presentation skills (MS Excel, PowerPoint, Word).

Strong command of English.
Added Advantage:

Experience in training teams in health financing practices.

Knowledge of public health and international development organizations.
-
Familiarity with PHC and health financing issues in developing countries.

Fluency in French or Kinyarwanda.
