World Vision International Rwanda is seeking a highly qualified and experienced People and Culture Manager to join their dynamic team in Kigali. As a child-focused Christian humanitarian organization, World Vision implements development programs in 30 districts of Rwanda, aiming to impact 2.5 million vulnerable children between 2026 and 2030. Their programs include Child Protection, Education, Nutrition, WASH, and Poverty Alleviation initiatives.

Key Purpose of the Role
The People and Culture Manager will oversee all HR operations, working closely with the People & Culture Director and supervising P&C Business Partners and Officers. The role involves strategic and operational management in areas such as:

The manager will ensure compliance with Rwandan labor laws, social security regulations, and P&C policies, as well as providing guidance on payroll and employee benefits.
Major Responsibilities
1. Talent Management & Development (20%)
-
Design and implement a staff development strategy in collaboration with the People & Culture Director.

Facilitate a talent management system to identify, develop, and retain high-potential employees.
-
Assess staff training needs, implement capacity-building plans, and monitor return on investment from training activities.

Lead women in leadership programs and enhance gender diversity in management.
Expected outcome: A skilled, motivated workforce with balanced gender representation and measurable growth in competencies.
2. Performance Management (20%)
-
Lead end-to-end performance management processes across World Vision Rwanda.
-
Coach and mentor managers on performance review procedures and goal alignment.
-
Ensure timely performance agreements, check-ins, and end-of-year reviews.

Support managers in addressing underperformance through structured processes (e.g., Performance Improvement Plans).
Expected outcome: Enhanced accountability and a high-performance culture aligned with organizational values.
3. Employee Wellness, Engagement & Industrial Relations (20%)

Update and enforce P&C policies, ensuring compliance with local laws.

Build capacity of line managers to create a psychologically safe and healthy work environment.

Manage employee grievances, disciplinary cases, and workplace wellness programs.
-
Promote staff engagement and transparent communication, fostering motivation and retention.
Expected outcome: Staff satisfaction, strong engagement, and a healthy workplace culture.
4. Recruitment, Onboarding & Compensation (20%)

Lead transparent, timely, and quality recruitment processes, ensuring gender diversity and professionalism.

Facilitate staff onboarding and induction programs, ensuring alignment with World Vision’s vision, mission, and organizational culture.

Manage compensation, benefits, and payroll, ensuring compliance with policies and statutory requirements.
Expected outcome: Efficient staffing, smooth onboarding, and accurate payroll administration.
5. Technical Support & External Engagement (20%)

Provide guidance on all P&C operations and processes, advancing the business partnering approach.

Oversee external engagements with government agencies, auditors, and stakeholders.

Support organizational development initiatives and staff well-being programs.
-
Maintain strategic networks with international NGOs and regional partners for best practice sharing.
Expected outcome: Effective operations, compliance with labor laws, and strengthened external partnerships.
Required Qualifications & Skills
-
Master’s degree in Human Resources Management, Organizational Development, Business Administration, or a related field.
-
Professional HR certifications preferred.
-
Excellent interpersonal, communication, and problem-solving skills.

Proficiency in Microsoft Office and internet-based HR systems.
-
Experience in performance management, talent development, compensation & benefits, and staff care.

Knowledge of Rwandan labor laws and standards.
Work Environment & Other Requirements
-
Based in Kigali, Rwanda at the World Vision Head Office.
-
Travel domestically and internationally up to 30% of the time.

Fluent in English and French.
-
Salary is competitive and commensurate with experience and qualifications.
