Position: Program Financial Controller
Reports to: Program Manager & CEO

Purpose of the Role
The Program Financial Controller will manage and oversee the financial aspects of the Rwanda Creative Program. This includes budgeting, financial planning, compliance with donor guidelines, and accurate reporting. The role requires high integrity, attention to detail, and collaboration with internal teams and external partners.
Key Responsibilities

Develop and manage program budgets, forecasts, and financial plans

Monitor expenditures and prepare variance analyses

Manage the program’s joint bank account and ensure accurate reconciliations

Support procurement planning and cost-efficiency measures

Prepare monthly, quarterly, and annual financial reports for management and donors

Ensure compliance with financial policies, donor requirements, and internal controls
-
Lead preparation for donor and external audits, respond to findings, and implement recommendations

Conduct financial risk assessments and recommend mitigation measures

Supervise and mentor junior finance staff or consultants

Build capacity of program staff on financial literacy and compliance
Candidate Profile
-
Master’s degree in Finance, Accounting, or Business Administration preferred (Bachelor’s required)
-
CPA, ACCA, CFA or other professional certification is a strong asset
-
Minimum 10 years’ experience in financial management of donor-funded programs (preferably with INGOs or multi-stakeholder projects)

Proven expertise in financial reporting, compliance, and internal controls
-
Strong knowledge of Rwandan accounting standards, tax laws, and donor regulations
-
Advanced proficiency with accounting software and Microsoft Excel

Excellent organizational, problem-solving, and communication skills
-
High level of integrity and ability to work collaboratively in a dynamic environment
