IT Systems Engineer (2)

3.      Purpose of the Job

The IT System Engineer is responsible for ensuring the availability, performance, stability, and security of the Bank’s on-premise and cloud systems. The role provides 1st and 2nd level support, focusing on core banking operational tools, enterprise applications, web platforms, and customer-impacting services. The position is customer-centric, ensuring high-quality support, proactive communication, and effective expectation management for both internal and external stakeholders.

4.      Main Responsibilities of the Job

Operational Support (1st & 2nd Level)

  • Provide first-line and second-line support for banking operations tools, internal enterprise systems, and integrated platforms
  • Diagnose, troubleshoot, and resolve incidents within SLA, escalating to 3rd-level teams or vendors where required
  • Manage the full lifecycle of support tickets following BRD’s standardized event/ticketing processes (ref. Event Management Tools BRD)
  • Perform root-cause analysis for recurring issues and contribute to preventive actions

Web Applications & Enterprise Platforms Support

  • Support web-based applications, interfaces, customer-facing portals, and internal tools
  • Ensure availability, performance tuning, security hardening, and version maintenance of assigned applications
  • Work with developers, DB teams, and DevOps to resolve application-level faults and improve reliability.

System Administration & Maintenance

  • Support provisioning, configuration, and maintenance of servers in Linux/Windows/Virtualized environments
  • Perform routine system health checks, patching, updates, and compliance control
  • Maintain system documentation, configurations, and operational procedures
  • Support implementation of backup policies, DR tests, and restore procedures

Customer-Centric Communication & Stakeholder Management

  • Manage customer expectations with clarity, transparency, and proactive updates
  • Engage effectively with internal business units and external vendors/partners to ensure smooth operations
  • Communicate impact, progress, and closure of incidents professionally

Automation & Continuous Improvement

  • Use scripting and automation (PowerShell, Bash, Python, etc.) to streamline repetitive tasks
  • Identify opportunities for operational optimization, automation, and self-service enhancements
  • Propose and implement improvements to monitoring, reporting, and alerting systems

Compliance, Security & Quality Assurance

  • Adhere to ITIL-aligned processes, especially change, incident, and problem management
  • Support infrastructure hardening and compliance to minimum security baselines
  • Work closely with audit and risk teams during IT infrastructure reviews (e.g., as seen in audit-related communications).

  • Bachelor’s degree in ICT, Computer Science, Information Systems, Engineering, or equivalent
  • Minimum 3 years relevant experience in IT Systems Administration, Application Support, or IT Operations
  • Experience supporting banking/financial systems is an advantage

8.      Core competencies

Technical Skills

  • Strong experience in system administration (Windows/Linux/VMware)
  • Web applications support and troubleshooting (front-end, back-end, logs, services)
  • Familiarity with networks, DNS/DHCP, directory services, and virtualization

2. Purpose of the Job

The purpose of the job is to coordinate, oversee, assess E&S risks inherent to financed projects and report on the implementation of environmental aspects in all financed projects for the compliance with the national and Partners’ environmental and social standards. The Environmental and Social Specialist will work in collaboration with SPIU and other departments on the E&S implementation, monitor the environmental and social performance of operations in the SPIU and Bank funded portfolios (projects), at project or subproject level advise or propose recommendations and requirements for clients’ action and build the capacity of project participants (borrowers) as appropriate.

 3. Primary Responsibilities of the Job

  • Support the Bank’s monitoring team to follow-up the implementation of the relevant environmental and social risk management instruments during all phases of the subprojects/projects or investments.
  • Provide technical support to all projects/subprojects to ensure full compliance with implementation of adequate E&S mitigation measures in all projects/subproject sites.
  • Coordinate and work with PFIs, clients and local authorities in identifying E&S risks and impacts, designing appropriate measures for managing all environmental issues associated with financed projects or subprojects.
  • Prepare and coordinate Development Partners’ missions for the assigned projects.
  • Provide environmental and social risk management inputs in project documents in relation to Partners’ (Donors) Environmental and Social Standards (ESSs) such as Project Aide Memoires, environmental and social risk managements meetings, progress reports, etc);
  • Work with other departments within BRD to ensure that appropriate resources and capacity are well deployed to cover the environmental aspects of all financed projects or subprojects.
  • Conduct regular site visits to assess on-the-ground environmental and social performance of financed projects and sub-projects and monitor the implementation of mitigation measures outlined in clients’ contracts and developed environmental and social risk management tools (e.g., ESIA, ESMPs) to ensure compliance with environmental and social standards.
  • Review and approve corrective action plans (CAP) for projects or subprojects found to be non-compliant with the national environmental regulations, Partners’ ESSs and E&S mitigation measures as reflected in the prepared and approved specific ESIA and loan agreement.
  • Support clients/financed project to develop or update E&S documents & tools relative to assigned projects.
  • Prepare periodic reports (quarterly and annually) on the status of environmental and social compliance of assigned investment projects/financed projects.
  • Ensure timeliness, effectiveness, accuracy & comprehensiveness of E&S activities, including reporting.

 4. Secondary Responsibilities

  • On a need basis, support the Enterprise Risk to implement environmental and social risk management capacity building programs and administer environmental and social risk management trainings to PFIs, project beneficiaries/borrowers and stakeholders to ensure that the customers understand and comply with national environmental regulations, BRD and partners’ E&S standards.
  • Participate and contribute to E&S coordination activities (E&S meetings, awareness campaigns, trainings, etc.).
  • Work on any other assignment from either BRD’s Management or immediate supervisor regarding the environmental and social standards of the Bank;
  • Share copies of all plans, reports, and all daily working documents with Enterprise Risk Department to ease overall reporting.

5. Professional, academic qualifications and experience

A Masters or Bachelor’s degree in Environmental or Social Sciences, Environmental Engineering Natural Resources Management, or any other related field is required.

The experience and skills shall include but not limited to the following:

  • A minimum of five (5) years for Bachelor’s holders and Three (3) years for Masters holders of relevant experience in environmental management sector.
  • Experience in assessing, monitoring and reporting E&S aspects of complex projects in sectors such as construction, manufacturing, and agribusiness.
  • Familiarity with World Bank Environmental and Social Framework will be an added advantage.
  • Ability to work independently, to develop and present sound technical information skills.
  • Excellent communication skills and ability to work in teams and multiple groups of people.
  • Excellent management of conflicts and ability to influence decision making at all levels.
  • Mastery of computer skills sufficient to monitor the implementation of E&S aspects and prepare reports and presentation of results.

The purpose of the job is to provide support to the office of the Company Secretary in managing Board and AGM affairs, preparing regulatory reviews, and executing legal research related duties.

Main Responsibilities of the Job

Duties and responsibilities shall include but not limited to:

  • Prepare for Board and Committees meetings and follow-up on the implementation of Board decisions and prepare relevant reports.
  • Prepare and ensure proper documentation for minutes of meetings and review the Board papers before submission to the Board.
  • File financial annual returns and other statutory corporate governance related changes such as change of directors, external auditors, executive management members with the office of the registrar general (Rwanda Development Board).

 4. Main Responsibilities of the Job

Duties and responsibilities shall include but are not limited to:

  • Preparation of a variety of legal documentation including transaction documentation designed to protect the interests of the Bank as a lender, borrower, co-lender, service user, or various suppliers.
  • Negotiation of legal documents with the Bank’s legal counterparties and under the guidance of Management and in line with guiding documents and principles of the project and BRD Policies.
  • Providing legal advice to Management and Staff in all areas relating to the Project activities and advising on solutions to legal problems, constraints, risks, options, consequences, and approaches.
  • Reviewing legal documentation prepared for the Bank or arising from the work of the Bank on the Project.
  • Providing an advisory opinion on the project implementation.
  • Representing the Bank internally and externally in negotiation, disputes, consultations, and other proceedings that require legal representation.
  • Participation in legal aspects of the Project and its lending operations including loan administration.
  • Conducting proper and timely legal due diligence on all projects to be financed by BRD and submitting the Legal Due Diligence report.

3. Purpose of the Job and main responsibilities

The purpose of the job is to support the office of the Director of Legal Affairs in matters related to loan protection and securitization with a specific focus on credit guarantee transactions.

The main responsibilities include, but are not limited to:

  • Provide legal advisory services on credit guarantee transactions and contractual matters.
  • Draft, review, and negotiate legal documents to safeguard the Bank’s interests.
  • Conduct and supervise legal due diligence exercises for credit guarantee transactions.
  • Monitor and interpret changes in laws and regulations, advising on their impact on the Bank’s operations.
  • Prepare and submit reports to the Manager as required.

4. Working relationships 

  • Internal: All departments (collaborating on legal aspects of transactions and operations).
  • External: Regulators, and other stakeholders as required

5. Professional, academic qualifications, and experience

  • Bachelor’s degree in law (master’s degree is an added advantage).
  • Postgraduate Diploma in Legal Practice.
  • Minimum of five (5) years’ experience in transactional law practice.

6. Core competencies

  • Strong expertise in collateral laws,credit guarantees and contract negotiation.
  • In-depth knowledge of Rwandan laws and judicial processes.
  • Excellent drafting, analytical, writing, and communication skills.
  • High level of integrity, professionalism, and attention to detail.
  • Strong organizational and time management skills.
