Call for IT Experts
Rwanda Revenue Authority invites qualified, self-motivated, and experienced IT professionals to express their interest in the following roles:
IT Architect – Domestic Tax System Project
Duty Station: RRA HQ – Kigali
Duration: 3 months (extendable)
Key Responsibilities:
-
Design and guide transition from monolithic to microservices architecture
-
Lead architectural decision-making & environment setup
-
Develop service decomposition models for tax functions
-
Ensure security, CI/CD practices, scalability, and monitoring
-
Conduct architecture reviews & mitigate risks
-
Provide capacity building for internal IT teams
Requirements:
-
Bachelor’s or Master’s in CS/Software Engineering
-
7+ years in software/system architecture
-
3+ years in microservices architecture design
-
Strong expertise with Java/Spring Boot, API security, Docker, Kubernetes, CI/CD, Grafana, Prometheus
Lead IT Developer – Domestic Tax System Revamp
Duty Station: RRA HQ – Kigali
Duration: 3 months (extendable)
Key Responsibilities:
-
Lead microservices development & deployment
-
Supervise developers & testers, ensuring code quality
-
Guide refactoring of monolithic modules
-
Oversee CI/CD pipelines & container orchestration
-
Ensure secure API communication & DevSecOps adoption
Requirements:
-
Bachelor’s in CS/Software Engineering
-
5+ years in full-stack development with team leadership
-
Hands-on experience with Java/Spring Boot, VueJS/Angular/NodeJS, Docker, GitLab
-
Knowledge of API Gateway, Service Discovery, Monitoring tools
AI/ML Expert – Data Science & Automation
Duty Station: RRA HQ – Kigali
Duration: 3 months (extendable)
Key Responsibilities:
-
Design, develop & deploy AI/ML models for tax compliance use cases
-
Assess RRA’s infrastructure readiness for AI/ML adoption
-
Review and refine Data Science Strategy & Governance Framework
-
Provide training & documentation for internal data science team
Requirements:
-
Master’s in Data Science/AI/Computer Science
-
5+ years in ML/AI model development & deployment
-
Expertise in Python, TensorFlow/PyTorch, Hugging Face, ML pipelines
-
Experience with big data, cloud (AWS/GCP/Azure), MLOps (Kubeflow, MLflow)
-
Strong knowledge of data governance, AI ethics
