The Centre for Impact, Innovation, and Capacity Building for Health Information Systems and Nutrition (CIIC-HIN) is a multidisciplinary research and implementation organization committed to advancing evidence-informed policy, strengthening health systems, and improving population health and nutrition outcomes.

CIIC-HIN works in key areas such as health information systems and data governance, health financing and policy analysis, climate and health, and nutrition. Partnering with governments, academic institutions, and civil society, the Center delivers solutions that enhance data use, improve program performance, and build sustainable institutional capacity aligned with Universal Health Coverage (UHC).


Position Objective

The Data Scientist will play a vital role in enhancing CIIC-HIN’s institutional data analytics capacity and supporting both local and international projects.
The position aims to:

  • Integrate and analyze indicators from multiple data sources.

  • Provide evidence-based insights for improved health decision-making.

  • Lead advanced statistical and predictive modeling efforts using R, Stata, or Python.

  • Embed AI and machine learning in health forecasting tools.

  • Contribute to grant proposal writing and resource mobilization.


Key Responsibilities

a. Data Integration & Management

  • Assess and map metadata across key datasets and indicators.

  • Support data integration from multiple national and project-based health systems.

  • Ensure consistency and accuracy of indicator definitions and metadata.

  • Manage and automate data pipelines.

b. Analytics & Visualization

  • Develop advanced analytics models (including AI integration) to track health system performance.

  • Conduct retrospective and cross-sectional analyses to identify bottlenecks and trends.

c. Capacity Strengthening

  • Train CIIC-HIN staff and partners in data analytics, visualization, and interpretation.

  • Document analytical frameworks and workflows for institutional sustainability.

d. Grant Development & Resource Mobilization

  • Participate in proposal writing with the research team.

  • Provide data-driven insights to strengthen proposals.

e. Monitoring & Reporting

  • Contribute to periodic project reports with analytical insights.

  • Document the use of dashboards and analytics for decision-making.

  • Prepare data review reports highlighting system performance and recommendations.


Qualifications and Experience

a. Educational Background

  • Master’s degree in Data Science, Statistics, Big Data Analytics, Mathematical Sciences, or a related field (required).

  • PhD in any of the above fields (strongly preferred).

b. Professional Experience

  • Minimum 3 years of applied experience in data analytics, preferably in public health or related fields.

  • Proven experience integrating data from multiple sources and managing data pipelines.

c. Technical Competencies

  • Advanced programming and statistical analysis skills using Python or R.

  • Proficiency in SQL, machine learning, and predictive analytics.

  • Strong data visualization and modeling capabilities.

d. Certifications

  • Certifications such as DASCA’s Senior Big Data Analyst (SBDA) or Associate Big Data Analyst (ABDA) are an advantage.

e. Analytical & Strategic Thinking

  • Demonstrated ability to translate complex data into policy-relevant insights.

f. Communication & Collaboration

  • Excellent communication, presentation, and training skills.

  • Experience working in multidisciplinary and stakeholder-driven environments.

g. Additional Assets

  • Experience in grant proposal writing and research design is highly valued.
