About the Role:
Rwanda is embarking on the development of a comprehensive National Population Policy (NPP) that will align with Vision 2050, NST2, the SDGs, AU Agenda 2063, and the ICPD25 Programme of Action. The Government of Rwanda, through MINECOFIN and partners such as NISR, MINISANTE, MIGEPROF, MINEDUC, MOYA, and MINALOC, is seeking 2 Individual National Consultants to support this critical process.
This assignment will guide the country in addressing key population dynamics — fertility, mortality, migration, urbanization, and demographic transition — to ensure sustainable development, improved quality of life, and environmental sustainability.
Key Responsibilities:

Support the Lead Consultant with a desk review of Rwanda’s policy landscape (NST2, Vision 2050, sector strategies).

Contribute to the methodology for policy formulation, implementation planning, and monitoring frameworks.

Integrate cross-cutting issues: gender, SRHR, youth, migration, aging, environment, human capital.

Work with sector experts to contextualize findings and recommendations.

Facilitate technical workshops, consultations, and validation sessions.

Draft and finalize the National Population Policy, Implementation Roadmap, and advocacy materials.
Qualifications & Experience:

Education: Master’s degree or higher in Demography, Population Studies, Economics, or Social Policy.

Experience:
-
10–15 years of relevant experience in population policy development and analysis at the national or international level.

Strong knowledge of African demographic trends and global frameworks (SDGs, Agenda 2063, ICPD25).

Proven ability to align population policy with socio-economic development goals.

Skills: Excellent analytical, facilitation, and report writing skills.

Language: Strong command of Kinyarwanda is a must.
