About the Project
The Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project is a US Government-funded initiative that ensures uninterrupted supplies of health commodities and strengthens supply chain management in partner countries. In Rwanda, the project supports Ministry of Health (MOH), Rwanda Biomedical Center (RBC), and Rwanda Medical Supply (RMS) Ltd., providing technical assistance, procurement, and logistics support for HIV/AIDS, Malaria, and other critical health commodities.
Position Overview
The Supply Chain Technical Advisor will provide technical guidance on supply chain interventions, coordinate activities to improve logistics data quality, support forecasting and supply planning, and strengthen inventory monitoring of life-saving commodities. The role requires collaboration with national and global stakeholders to ensure effective supply chain management.
Key Responsibilities

Provide strategic technical guidance for Rwanda’s health supply chain sector.

Support annual work plan development and operational/activity planning.

Implement project monitoring and evaluation, including collection and analysis of key performance indicators.

Coordinate technical support for the MOH Coordinated Procurement and Distribution System (CPDS).

Analyze and monitor national stock status and supply plans for HIV/AIDS and Malaria commodities.

Prepare monthly, quarterly, and annual reports for the project.

Conduct quarterly logistics data quality assessments, ensuring accuracy, timeliness, and completeness.

Assist the Technical Director with mandatory and ad-hoc project reporting.

Perform other tasks as assigned by the supervisor.
Qualifications and Experience

Bachelor’s degree in Supply Chain Management or Pharmacy.

Minimum 3 years’ experience in health commodity data management.

Demonstrated experience in public health supply chains with relevant institutions and stakeholders.

Skilled in using supply chain inventory tracking and information systems.

Proficient in monitoring and evaluation of supply chain performance using KPIs.

Strong Microsoft Office skills (Excel, Word, PowerPoint, Outlook, SharePoint, iCloud).

Excellent written and oral communication, problem-solving, and decision-making skills.
Level of Effort and Location
-
One-year contract with intermittent travel to national supply chain entities and service delivery points across Rwanda.
Reporting Line
Reports to the Technical Director at GHSC-PSM.
