Position: Monitoring, Evaluation and Learning (MEL) Officer

Purpose of the Role
The MEL Officer will design, implement, and manage a robust monitoring, evaluation, and learning framework for the Rwanda Creative Program. This role ensures that data collected from field activities is translated into evidence-based insights that inform program decisions, donor reporting, and long-term impact.
Key Responsibilities

Design and operationalize MEL frameworks, KPIs, and tools

Coordinate baseline, midline, and endline assessments

Collect, clean, analyze, and visualize data using Excel, Power BI, or other tools

Document success stories, lessons learned, and best practices
-
Organize reflection and learning sessions with staff and partners

Build capacity of field teams and cooperative leaders in M&E techniques
-
Ensure high data quality, gender/inclusion disaggregation, and compliance with ethics standards

Conduct impact assessments and contribute to theories of change and logic models

Prepare monthly, quarterly, and donor MEL reports
Candidate Profile
-
Bachelor’s degree in Development Studies, Economics, Statistics, Public Policy (Postgraduate qualification in M&E is an advantage)

Minimum 5 years’ experience in M&E of donor-funded programs (creative industries or women’s empowerment preferred)

Skilled in quantitative & qualitative research methods and digital data collection tools (KoboToolbox, ODK, SurveyCTO)
-
Proficiency in data analysis & visualization (Excel, Power BI, SPSS, STATA, Tableau)

Excellent analytical, reporting, and communication skills

Strong planning, coordination, and training skills
